Gary Fickes Chairman
Dedicated leadership, a record of producing results, strong integrity and tireless work ethic to make Northeast Tarrant County a great place to live and work.
Gary Fickes has been serving the citizens of Northeast Tarrant County for over 30 years. He has dedicated most of his adult life to giving back to the community.
In addition to serving as your full-time County Commissioner since January 2007, he has served as a Mayor, Planning and Zoning Chairman, member of local, state and national transportation organizations, hospital boards and bank boards.
Beyond his role as a public servant, he has also been actively involved in service organizations including Rotary International (where he is a Paul Harris Fellow), Lions Club, Chambers of Commerce, Boy Scouts of America and Northeast Leadership Forum.
Gary has been re-appointed to the Governor’s Economic Development Stakeholder’s Committee, and he serves on the board of directors of the Harris Methodist Health Foundation, the executive board of the Tarrant Regional Transportation Coalition, and he is a member of the Regional Transportation Commission of the North Central Texas Council of Governments.
Gary is a 2009 graduate of Leadership Fort Worth.

Oversee County operations in Precinct 3, Northeast Tarrant County, which encompasses 16 cities and the unincorporated areas of the Precinct. Maintains a full service maintenance facility with a staff of 35 employees, manages an office staff which includes four employees at two locations (Hurst, Southlake).

Mike Frisbie Vice Chair
Mike Frisbie, P.E., is San Antonio’s City Engineer and Director of Transportation & Capital Improvements. He manages a department with over 800 employees who build and maintain the City’s infrastructure, including roads, drainage and buildings.
Frisbie joined the City of San Antonio in September 2007. During his 25-year career, Frisbie has been involved in many programs and projects and has fostered much teamwork amongst agencies, consultants and contractors. In San Antonio, Frisbie works with the engineering, architectural and contracting communities to produce excellent, long-lasting projects.
When he arrived in San Antonio, Frisbie managed the 2007-2012 Bond Program, a $550 million and 150-project bond program that was the largest in the City’s history. After successfully delivering this program, voters expressed their confidence in the City to manage bond programs by passing the 2012-2017 Bond Program, allocating $596 million for 140 projects. In the past seven years, the City of San Antonio has managed over 500 infrastructure improvement projects totaling an estimated $2 billion.
Some of the notable projects that were managed under Frisbie’s leadership include the renovation of Terminal A and building the new Terminal B at the San Antonio International Airport. The award-winning Public Safety Headquarters project, using the Design-Build delivery method, was finished on time and within budget. Along with remarkable projects like the Lila Cockrell Theater renovation, complex street projects like Broadway-Hildebrand Drainage and Market Street Realignment were finished on time or ahead of schedule.
Frisbie’s teams are currently managing several prominent projects including the $325 million Henry B. Gonzalez Convention Center Expansion. This project, currently ahead of schedule and under budget, is the single largest capital improvement project undertaken by the City of San Antonio.
Frisbie’s department also maintains City infrastructure. He manages the Infrastructure Management Program (IMP), a five-year rolling program utilized to plan and schedule various street, alley, drainage, sidewalks, traffic signals, pavement markings and Advanced Transportation District (ATD) related projects.
Frisbie also oversees the continuation of the Traffic Signal System Modernization (TSSM) program, a five-year program created to upgrade the City’s traffic management communications network and re-time over 1,300 traffic signalized intersections city-wide. The TSSM program continues to optimize signal timing and decrease traffic congestion along major City corridors.
Frisbie began his career with the City of Sandy, Utah, working as a Staff Engineer and then Division Manager. He worked for the City of Phoenix for 14 years in leadership positions overseeing projects, operations and infrastructure maintenance. Prior to coming to the City of San Antonio, Frisbie joined the URS Corporation in Phoenix as the Municipal Engineering Manager, leading the Municipal and Traffic Engineering teams.

Frisbie grew up in Sheridan, Wyoming. Frisbie and his wife are the proud parents of three children – Jacob, Zachary and Macey. The family enjoys the outdoors and spending time with friends and family.
Tim Welch Secretary/Treasurer
Tim Welch, P.E. was first elected in November 2002 to fill an unexpired term and re-elected seven times. He served as Mayor Pro-Tem 2005-2006. He previously served on the Planning & Zoning Commission and the Capital Improvement Advisory Committee 1999-2002 and served as Vice Chairman of Planning & Zoning Commission in 2002.
Mr. Welch was born in South Dakota and raised on the family farm south of Bismarck, North Dakota. He graduated from St. Mary’s Central High School and attended North Dakota State University and earned a Bachelor of Science in Civil Engineering in 1986. He is currently the President/Owner of Welch Engineering, Inc., a consulting civil engineering firm specializing in general land development projects throughout Texas. Tim has been a licensed Professional Engineer for 24 years.
Tim and his wife, Donna, have been married for 34 years and have lived in North Richland Hills for 26 years. Donna is a school teacher at Keller ISD and teaches middle school Career & Technology. Mr. Welch’s current memberships include American Society of Civil Engineers, National Society of Professional Engineers and Northeast Richland Lions Club.

Chris Burkett Member
Assistant City Manager Chris Burkett is a 31-year staff member with the City of Mansfield, serving first as Director of Public Works and Director of Planning and Development. Burkett, a professional engineer, is responsible for the Community Development Division of the city, which includes public works, engineering, streets and water utility operations. He is a graduate of University of Texas at Arlington and a member of the American Water Works Association and Texas Society of Professional Surveying.
Linda Martin Member
Linda Martin was elected to the City Council in 2004 and as Mayor in 2014. American Airlines brought her to Euless in 1984. Retiring in 2003 after a 35 year career, she became active in the Euless Community. She is a member of the Euless Citizens Police Academy Alumni and was a charter member of the Citizens Fire Academy, as well as a founding member of the Citizens Fire Academy Alumni Association. She remains active in both alumni associations.
Linda served on the HEB Economic Development Foundation and was past president. She currently serves as Chair of the Euless Development Corporation, and also serves on the Hurst-Euless-Bedford Chamber Commerce Board of Directors and is a member of the Northeast Leadership Forum. While serving as a council member, Martin served on the Crime Control and Prevention District Board as well as liaison to a number of the City Council appointed boards and commissions.
In her leisure time, Linda enjoys reading, traveling and learning but, most of all, spoiling little four year old Devin. She and her husband, Don, have been married over 30 years and love being a part of the Euless family. She and Don worship at Euless First United Methodist Church.

Bruno Rumbellow Member
Mr. Rumbelow was appointed City Manager in December, 2005. Prior to becoming the Assistant City Manager of Grapevine in January, 1998, he was the Assistant City Administrator of Fort Smith, Arkansas for four years.
He has served as the City Administrator of Neodesha, Kansas, and the City Manager of Texarkana, Arkansas. Rumbelow has a Bachelor of Science Degree in History from the University of Texas at Tyler, and a Master of Public Administration Degree from the University of Kansas.
Bruno is a member of the Rotary Club, serves on the Board for the Grapevine Chamber of Commerce and has served on many other boards of civic and non-profit organizations. Bruno is married to his wife, Stephanie, and they have three children, Drew, John, and Libby.
